Rivers Assembly Writes Chief Judge, Seek Seven-Man Panel to Probe Allegations Against Governor Fubara
A formal request has been forwarded to the Chief Judge of Rivers State seeking the constitution of a seven-man investigative panel to probe allegations of gross misconduct levelled against Governor Siminalayi Fubara.
Documents obtained by PulseNets show that the request was made by the Speaker of the Rivers State House of Assembly, Rt. Hon. Martin Chike Amaewhule, in a letter dated January 16, 2026, and addressed to the Chief Judge at the High Court Complex in Port Harcourt.
In the letter, the Speaker anchored the request on Section 188(5) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), explaining that the House had already taken the necessary constitutional steps to warrant a formal investigation. According to the correspondence, the resolution was reached during the 60th legislative day of the Third Session of the 10th Assembly, in line with Section 188(4) of the Constitution.
The Speaker noted that the allegations against the governor, who is addressed as His Excellency, Sir Siminalaye Fubara, GSSRS, had been duly tabled before the House and formally adopted for investigation. He stressed that the next constitutional step was the appointment of an independent panel by the Chief Judge.
In a highlighted portion of the letter, Amaewhule stated:
“I write to respectfully request the appointment of a panel of seven persons to investigate the allegations of gross misconduct against the Governor of Rivers State, as provided for under Section 188(5) of the Constitution.”
PulseNets learnt that several supporting documents were attached to the request to guide the work of the proposed panel. These include acknowledged copies of the Notice of Allegations of Gross Misconduct, proof of service of the notice, copies of the Rivers State Impeachment Panel (Conduct of Investigations) Procedure, 2025, as well as photocopies of newspaper publications from The Guardian, Saturday Sun, The Nation, and other relevant materials.
The Speaker further assured the Chief Judge of the House’s cooperation throughout the process, noting that the materials provided were intended to ensure transparency and procedural compliance.

In closing, Amaewhule conveyed what he described as the Assembly’s “esteemed regards,” while formally signing off in his capacity as Speaker of the Rivers State House of Assembly.
