A review of Nigeria’s public expenditure portal, Govspend, has shown that the Nigerian Police Force, under the leadership of Inspector-General of Police (IGP) Kayode Egbetokun, paid a total of ₦104.9 million for the production of ACP–IGP berets, PulseNets learnt.

According to details obtained by PulseNets from the portal, an earlier payment of ₦83.1 million was made on August 28, 2025, to Jh Partners Limited for the production of 5,000 pieces of ACP–IGP berets.

PulseNets also learnt that spending linked to branded items under the current IGP extended beyond berets. In September 2025, a separate review of Govspend revealed that the Nigerian Police spent several millions of naira in 2024 on the production of Inspector-General of Police–branded towels, all approved during Kayode Egbetokun’s tenure.

Records on the portal show that on April 30, 2024, the sum of ₦8.4 million was paid to Oran Global Investment Limited for the “Supply of 780 No’s Inspector General of Police customised towels and other items.”

On the same day, another ₦8.5 million payment was made to Chumchuks Investment Limited for the supply of “700 IGPs customised towels and other items for distribution to command and formation.”

Also dated April 30, 2024, the portal shows that ₦8.6 million was paid to Waves Fillment Limited for the supply of “640 No’s of IGP’s customised towels and other items for distribution to commands and formations of the Nigerian Police Force.”

Later that same day, Govspend records further indicate that ₦8.7 million was paid again to Oran Global Investment Limited for the supply of “920 IGP’s customised towel and other items for distribution to commands and formations of the NPF.”

PulseNets learnt that the spending continued months later. On November 14, 2024, a fresh payment of ₦8.7 million was made to Oran Global Investment Limited for the supply of “800 numbers IGP customised towels and other items to be distributed to commands and formations.”

On the same date, another ₦7.9 million was approved for the “supply of 700 pcs IGP’s customised towels and other items,” while an additional ₦8.6 million was paid for the supply of “IGP’s customised towel and other items to be distributed to commands and formations.”

In total, findings obtained by PulseNets show that between April and November 2024, the Nigerian Police Force spent ₦59.4 million on the production of Inspector-General of Police customised towels and what were broadly described as “other items.”

Beyond branded items, PulseNets also reviewed earlier Govspend entries relating to food supplies for police operations. A previous review revealed that the Nigerian Police Force spent ₦7.073 million to purchase twenty-five cartons of Cream Crackers biscuits.

According to the portal, the payment was made on October 26, 2023, to Danlokey Systems Limited, with the description stating:
“Being payment for the supply of twenty five cartons of Cream crackers biscuits (Dry ration) for logistics requirements/consumables for personnel deployed to carry out discreet security ops and info gathering activities.”

Based on this figure, each carton would have cost approximately ₦282,928.

In another instance, Govspend records show that on October 4, 2023, a separate ₦7.073 million payment was again made to Danlokey Systems Limited for the supply of thirty cartons of Cream Crackers biscuits. The description read:
“Being payment for the supply of 30 cartons of Cream crackers biscuits (Dry ration) for logistics requirements/consumables for personnel deployed to carry out discreet security ops and intelligence in Taraba State.”

PulseNets further obtained that on August 30, 2023, an additional ₦8.136 million was paid to the same company for another thirty cartons of Cream Crackers biscuits. The description stated:

“Being payment for the supply of 30 cartons of Cream crackers biscuits (Dry ration) for logistics requirements/consumables for personnel deployed to carry out discreet security operations in Yobe State.”

Altogether, the records show that the Nigerian Police Force spent ₦22.282 million on eighty-five cartons of Cream Crackers biscuits, bringing the average cost per carton across the three payments to about ₦261,717.
