32 PAP Scholarship Beneficiaries Make First-Class as 134 Graduate with Second-Class Upper in 2025
Thirty-two beneficiaries of the Presidential Amnesty Programme (PAP) scholarship scheme achieved first-class honours across various competitive disciplines in Nigerian universities in 2025.
In addition, no fewer than 134 other PAP-sponsored students graduated with second-class upper division degrees in the same academic year, reflecting a strong academic showing by participants of the Federal Government’s intervention programme in the Niger Delta.
The development was confirmed in a press statement obtained by PulseNets on Tuesday.
The outstanding graduates studied courses including law, pharmacy, aeronautical engineering, cybersecurity, electrical engineering, software engineering, nursing science, mechanical engineering, architecture, accounting and criminology.
Other disciplines include computer science, anatomy, international relations and diplomacy, geography and regional planning, microbiology, public health, information technology, medical laboratory science, estate management and mass communication.
The Administrator of the Presidential Amnesty Programme, Dr. Dennis Otuaro, commended the scholarship beneficiaries for their exceptional academic performance, describing the results as impressive and encouraging.
Dr. Otuaro, who spoke to PulseNets through the statement, expressed delight at what he described as exemplary conduct and seriousness demonstrated by the students, as reflected in the quality of their grades.
He noted that the excellent academic feats recorded by the PAP scholarship beneficiaries have become part of the programme’s growing success stories in advancing human capital development and sustaining peace in the Niger Delta region.
According to him, the sterling performances validate the carefully designed educational objectives of the scholarship scheme and align with the core mandate of the Presidential Amnesty Programme, adding that the achievements conform with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
The PAP Administrator stated that the graduates had justified the Federal Government’s investment in their education and had made the PAP Office, their host communities, and the entire Niger Delta region proud.
He attributed the remarkable academic success to the sustained support of President Tinubu and the effective supervisory oversight provided by the Office of the National Security Adviser, Mallam Nuhu Ribadu.
Dr. Otuaro also urged current beneficiaries of the PAP scholarship scheme across various universities to emulate the academic discipline and dedication demonstrated by the 2025 graduating cohort.
Dr Otuaro said, “We are indeed happy with the excellent academic performances of our scholarship students in 2025. The number of beneficiaries, all from the Niger Delta, that made first-class and second-class upper division is very encouraging. We commend all of them for the great feats.
“But these commendable academic achievements indicate that we are focused on the implementation of the PAP mandate for the transformation of the Niger Delta through educational and vocational schemes.
“We express our deep appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR. Without his strong support, these impressive academic feats of our scholarship students and all the success stories recorded would not have been achieved.
“We also extend our sincere gratitude to the Office of the National Security Adviser for effectively supervising the programme in line with Mr President’s Renewed Hope Agenda for the people of the Niger Delta.
“We have a listening father in Mr President who has shown it clearly in his actions that the Niger Delta is on his priority list of development. He has given priority to agencies in the region aside from the ongoing efforts in the construction of the trans-Niger Delta Highway from Lagos to Calabar.
