Bayelsa Signs $100m Renewable Energy Deal to Establish Nigeria’s Largest Solar Panel Manufacturing Plant

Bayelsa State has achieved a major breakthrough in its industrial and clean energy agenda with the formal signing of a renewable energy agreement to establish a solar panel manufacturing plant in the state.

The agreement, PulseNets learnt, is a tripartite deal involving the Federal Government’s Rural Electrification Agency (REA), the Bayelsa State Government, and J Marine Logistics Limited, a subsidiary of the Dubai-based Jampur Group, which earlier supplied the state’s 60MW gas turbines. The contract was sealed in Abuja during the 2025 Nigeria Renewable Energy Innovation Forum (NREIF) held at the Transcorp Hilton Hotel.

Governor Douye Diri signed on behalf of the state, while Mr. Mohammed Shafiq, Chairman of Jampur Group, represented the company. The ceremony was witnessed by Vice President Kashim Shettima, who chaired the event, alongside Minister of Power, Adebayo Adelabu, and REA Managing Director, Abba Aliyu.

Under the new agreement, PulseNets obtained, Jampur Group will solely finance and establish a 100MW renewable energy facility dedicated to the production of solar panels in Bayelsa State — a project expected to accelerate Nigeria’s transition to sustainable energy.

According to sources who spoke to PulseNets, the company is bringing onboard its full technical expertise, financial strength, and international best practices “to ensure the operation of a world-class, high-efficiency solar module manufacturing plant.”

Bayelsa was strategically selected as the host state due to what officials described as its favourable logistics, infrastructure, and skilled workforce, making it an ideal hub for renewable energy innovation in the Niger Delta region.

Under the terms of the partnership, the Bayelsa State Government will provide land and institutional support, as well as issue planning, construction, and tax incentives required for the smooth establishment of the plant.

Government insiders told PulseNets that the state will also facilitate access roads, water supply, power evacuation infrastructure, and security, to ensure seamless operations once construction begins.

The initiative, according to those familiar with the agreement, marks Bayelsa’s entry into the renewable energy manufacturing sector, positioning the state as a regional leader in Nigeria’s green economy.

The project is expected to commence immediately, with all stakeholders expressing optimism that it will create jobs, promote technology transfer, and strengthen local industrial capacity.
