Nigerian Police Spent N22.2 Million On Biscuits And N13.3 Million On Toilet Rolls
PulseNets has learnt from a detailed review of Nigeria’s official public payments portal, GovSpend, that the Nigerian Police Force expended a staggering N22.282 million on just eighty-five cartons of Cream Crackers biscuits for its personnel engaged in operations across different states.
According to the records obtained by PulseNets, the first tranche of the spending occurred on October 26, 2023, when the police paid N7.073 million to Danlokey Systems Limited for the supply of 25 cartons of Cream Crackers biscuits. The payment description read:
“Being payment for the supply of twenty five cartons of Cream Crackers biscuits (Dry ration) for logistics requirements/consumables for personnel deployed to carry out discreet security ops and info gathering activities.”
At this rate, PulseNets reported, each carton came at an eye-watering N282,928.
Further checks show that another N7.073 million was again released to the same company, Danlokey Systems Limited, on October 4, 2023, for the supply of 30 cartons of Cream Crackers biscuits. This transaction was tagged as:
“Being payment for the supply of 30 cartons of Cream Crackers biscuits (Dry ration) for logistics requirements/consumables for personnel deployed to carry out discreet security ops and intelligence in Taraba State.”
The spending spree did not stop there. On August 30, 2023, the Nigerian Police committed another N8.136 million to Danlokey Systems Limited for the provision of 30 cartons of Cream Crackers biscuits, this time for officers deployed on security operations in Yobe State. The description noted:
“Being payment for the supply of 30 cartons of Cream Crackers biscuits (Dry ration) for logistics requirements/consumables for personnel deployed to carry out discreet security operations in Yobe State.”
In total, the three transactions mean that the Nigerian Police spent N22.282 million on 85 cartons of biscuits, averaging N261,717 per carton across the board.

Toilet Rolls That Cost Millions
This is not the first time police spending has raised eyebrows. PulseNets also learnt from GovSpend records that in 2023, the Nigerian Police paid N13.3 million for just 24 packs of toilet rolls.
The records revealed that on April 21, 2023, Police Formations and Commands paid N6.558 million to Waves Fulfillment Limited for the supply of “12 packets of Carla Rose toilet rolls (48 rolls each per packet).”
Barely three months later, on July 27, 2023, another N6.8 million was disbursed to the same company, also for “12 pkts of toilet rolls (Carla Rose 48 each per packet).”
Put together, the Nigerian Police paid N13.3 million for 24 packs of toilet rolls—a figure that dwarfs market prices by shocking margins.
Market Prices Tell A Different Story
To put the figures in context, PulseNets conducted a quick survey of open-market prices. On Jumia, one bag of Rose Carla Tissue Paper Roll (48 pieces) costs N55,000, while on Konga, the same product goes for N50,000.
At these rates, 24 packs of Carla Rose toilet rolls should not exceed N1.320 million in total—yet the Nigerian Police reportedly paid more than ten times that price.
A Pattern Of Controversial Spending
Analysts who spoke to PulseNets noted that such revelations further underline a disturbing trend of inflated procurement costs within government agencies. They said the staggering gap between official payments and real market prices is “a red flag that demands immediate accountability.”
PulseNets learnt that watchdog groups are already pushing for answers from the authorities over why cartons of biscuits and packs of toilet rolls could attract such astronomical sums from police funds.
