Fubara to Present Rivers 2026 Budget as Assembly Begins Consideration of N1.84tn Appropriation Bill
Rivers State Governor, Siminalayi Fubara, is expected to present the 2026 Appropriation Bill before the Rivers State House of Assembly on Friday, marking a major milestone in efforts to restore fiscal stability after months of budget-related uncertainty in the state.
The budget presentation comes about two weeks after the State House of Assembly approved the 2026 to 2028 Medium Term Expenditure Framework (MTEF), a key fiscal policy document that outlines the government’s projected revenue and expenditure plans for the next three years and provides the basis for preparing the annual appropriation bill, PulseNets learnt.
Details of the approved framework obtained by PulseNets show that the Rivers State Government is proposing a budget of N1.84 trillion for the 2026 fiscal year. Of the proposed amount, more than N400 billion has been allocated for recurrent expenditure, while over N1.4 trillion is earmarked for capital projects, reflecting the administration’s continued emphasis on infrastructure development.
While presenting the MTEF on the floor of the House, Speaker Martin Amaewhule commended the executive arm for producing what he described as a practical fiscal roadmap for Rivers State over the next three years.
However, he expressed reservations about some of the revenue projections contained in the framework, noting that the estimates appear to fall short of current economic realities, particularly in view of prevailing international crude oil prices.
The expected presentation of the 2026 Appropriation Bill has generated widespread public interest after it took longer than anticipated to reach the legislature, PulseNets learnt.

The delay had sparked speculation among political observers, many of whom linked it to the prolonged disagreement between the executive and legislative arms of government in Rivers State.
Once formally presented, the appropriation bill will be subjected to legislative debate, committee consideration and scrutiny before it can be passed by the Assembly and subsequently become law.
